When density spikes faster than stewards can react, congestion becomes dangerous within minutes, and unauthorised pilgrims add unplanned load to already-full sites.

The concept pairs the sensor layer Saudi Arabia already operates — drones, high-resolution cameras, thermal imaging, and the SDAIA-built Baseer and Sawaher computer-vision platforms feeding a Unified Security Operations Center in Makkah — with a predictive layer and a pilgrim-facing app: live density forecasts per route and gate, automatic rerouting suggestions, permit verification, and emergency alerts in pilgrims’ own languages.
